Talent Flow and Attraction with the Economic Globalization
The 15th Guangzhou Convention of Overseas Chinese Scholars in Science and Technology(OCS) will be held on December 19th to 21th,2012 in Chinese Export Commodities Fair hall in Guangzhou, With the theme "Integrate overseas talents, innovation drive development" and the mode "3 + N" (talent exchange, innovation Forum, Achievements display and several seminars), OCS organized different activities, and strive to hold a talent exchange event with innovation ideas and science and technology invention.
The Talents Policy Innovation Forum, Hosted by overseas high-level talents group of the Organization Department of the Central Committee of the CPC and Guangdong talents leading group ,organized by Guangzhou talents leading group, co-organized by Center for China and Globalization, is scheduled for December 19, 10:00-12:00,AM, 8 multi-function conference hall of Chinese Export Commodities Fair hall in Guangzhou.
The forum’s theme is "Talent Flow and Attraction with the Economic Globalization ", focusing on the talents policies of United States, the European Union, Britain, Australia, Canada, South Korea and other countries.
Leaders of the Organization Department of the Central Committee of the CPC, the Ministry of Education, Ministry of Science and Technology, Ministry of Human Resources and Social Security, Guangdong province, city of Guangzhou and other state ministries, and the leaders of talents policy , specialists and scholars in the field of human resource research, experts of "the one-thousand-talents scheme", will attend the forum.
Adhering to the idea of "Exchange Domestic and Abroad，Serve for Whole China", Guangzhou Convention of Overseas Chinese Scholars in Science and Technology(OCS), found in 1998, got much attention from central and state ministries and local government of Guangdong, formed a overseas high-level talents working group, hosted by Ministry of Education, Ministry of Science and Technology, Ministry of Human Resources and Social Security, Chinese Academy of Sciences, Overseas Chinese Affairs Office of the State Council, Overseas Returned Scholars Association, Guangzhou municipal party committee and Guangzhou municipal people's government, co-organized by 23 cities of Beijing, Shanghai, Tianjin, Xian, etc.
During the past 15 years, Guangzhou Convention of Overseas Chinese Scholars in Science and Technology (OCS) had introduced about 30000 overseas talents with nearly 15000 projects, a large number of overseas talents retuned through OCS, there including the landmark overseas talents enterprises of Baidu and Huada Genes. The co-organized city shall be fully affirmation to OCS such as Wuhan, the leaders of Wuhan once said that nearly half of the experts of ‘Wuhan one-thousand-talents scheme’ introduce from OCS.
Influencing and driving by the OSC, the numbers of Chinese overseas returnees have increased from 40,000 (1998) to more than 840,000(2011). OSC have made remarkable contributions on the implement of ‘strategy of invigorating the country through science, technology and education’ and "the strategy of reinvigorating China through human resource development". OSC has won the reputation of "intellectual Canton fair’ and "First brand of China's overseas returnees communication".
China Communist Party and state leaders Li Changchun, Zhang Dejiang, Wang Yang, LiuYandong, Li Yuanchao has guided the "Canton fair" successively and give full affirmation to the OSC’s role.
