   摘要

  《中国海归发展报告2013》反映了我国海归发展的最新情况,梳理并分析了我国最新的留学人员回国政策和环境。全书由总报告、现状篇、专题篇、园区篇和附录五大部分构成。

  总报告综述了世界人才回流的背景和现状特点,总结了新时期中国海归回国发展现状、特点及原因,提出了中国人才回流的新问题和新趋势,并概况了2012年海归群体发展现状的调查结果。。

  现状篇部分通过调查对2012年海归群体的发展现状做了详细的分析,分析分为就业型海归和创业型海归两部分进行,结合样本分析了海归就业、创业的基本情况、就业难、留学效益、创业要素获取情况、创业绩效和规模、创业与环境的关系等普问题。

  专题篇主要分析了近年来海归回国发展的热点问题,如海归人才发展趋势、海归科学家与本土科学家的对比分析、海归如何在适应社会中引领变革等。

  园区篇选取了我国较为成功的三个人才特区或留学人员创业园区——中关村留创园、松山湖高新技术开发区、昆山留学人员创业园——作为典型案例,详细介绍了园区人才发展概况、人才工作情况、政策制度创新,旨在为全国其他留创园提供借鉴。

  附录梳理了最新的中国海归回国发展的政策、部分留学生创业园的基本信息、部分优秀海归创业企业名单和部分优秀海归的名单,供读者全面了解和参考。

  

  Abstract

  Annual report on the Chinese Returnee Entrepreneurship Report (2013) is intended to reflect the latest situation of the china’s returnees and also analyze the current policy and environment of the china’s returnees. This report includes five parts: the general report, status report, feature report, entrepreneurship zone report and appendix.

  The general report reviews the background and the current characteristics of the global talents flow, summarizing the latest situation, characteristics and reasons of the returnees in the new era, over view the returnees’ development situation in 2013.

  This status report consists of the detail analysis towards the current situation and development of the returnee talents in 2013, the analyses can be done from two aspects which are returnee employment and returnee entrepreneurship. It also covers the basic situation of returnee employment, returnee entrepreneurship, barriers for returnee to be employed, the benefits of study abroad, factors of returnee entrepreneurship, performance and scale of returnee entrepreneurship, the relationship between the entrepreneurship and the environment which all analyzed through our survey.

  The featured report analyzes the latest hot issues of the returnee talent development in China, for instance: the trend of returneesship, barriers for returnee to be employed, the benefits of study abroad, factors of returnee entrepreneurship, performance d.

  The entrepreneurship zone report choose the most three successful talent zone in China----the oversea student entrepreneurship zone of Zhongguancun, the high-tech development Zone of Songshan Lake, Kunshan business center for Chinese scholars, all these three are typical examples, combine of these three examples, the talent development situation of the special zone, the talent work condition and the innovation of the policy system are analyzed, and this report can be used as an example for other high-tech zones.

  The appendix provides the latest policy of the china’s returnee development situation, some basic information towards the returnee entrepreneurship zone, the outstanding returnees and their successful companies list which can be used for understanding the situation about china’s returnees.
